Problem
Meta ad account restricted: how to fix it
When Meta restricts an ad account, every campaign in it stops delivering and the notice usually names a policy in broad terms. The restriction attaches to one asset, which might be the ad account, the Page, the Business portfolio or your personal advertising access, and the fix depends on which one. Work out what was restricted and why, correct the underlying issue, then submit a single well-documented appeal.

Does this look familiar?
- Campaigns went from Active to not delivering with an account error shown in Ads Manager
- A notice in Business support home says the ad account is restricted and names a policy or unusual activity
- You cannot create new campaigns, and the option to request a review may or may not be visible
- Your personal profile shows advertising access restricted, so every ad account you manage is affected
- A payment failed or an outstanding balance appeared shortly before the restriction
- Several ads were rejected in the days leading up to the restriction

Why it happens, most common first

- most common
A pattern of ads that break the same advertising standard
Meta's automated review reads ads, images and landing pages together. Repeated rejections under one policy, such as unacceptable business practices, personal attributes or unrealistic outcomes, escalate from individual ad rejections to a restriction on the account that keeps submitting them. Rerunning a rejected ad with light edits counts against you.
- most common
Activity that looks like a compromised or shared account
A login from a new country, a new payment method added and spent quickly, a sudden jump in daily budget, or several new admins added at once can all trigger an unusual activity restriction. Meta pauses first and asks for identity confirmation afterwards. Agencies and freelancers logging in from many places are frequent triggers.
- common
Failed payments or an unsettled balance
A card that declines, a bank that flags Meta charges, or a balance that stays unpaid past the threshold restricts the account until it is settled. This restriction lifts on its own once the balance clears and a working payment method is on file, but it can look identical to a policy restriction in the notice.
- common
Circumventing systems
Cloaked landing pages, ads that link to a page different from the one reviewed, mismatched Page names, or opening a fresh ad account to keep running ads that were rejected fall under circumvention. Meta treats this more seriously than an ordinary policy miss, and appeals rarely succeed without a clear change in behaviour.
- occasional
Outstanding verification or a restricted category
Some categories need advertiser authorization or business verification before delivery, and some markets require identity confirmation for anyone running ads. If a request for verification sat unanswered, the account can be restricted until it is completed. Online gambling, alcohol and certain financial products are examples.
- occasional
Restriction inherited from a connected asset
An ad account can be restricted because the Page it advertises from, the Business portfolio that owns it, or the person who created it is restricted. The ad account itself may be clean; the appeal then has to be made on the other asset.
The fix
In this order
Each step is something you can do today. Do them in sequence; skipping ahead is how a review fails twice.
Prevent it next time
- Give every team member their own login with two-factor authentication instead of sharing one profile
- Review the specific advertising standard behind any rejection before editing and resubmitting the ad
- Increase budgets in steps rather than large jumps, especially on newly created accounts
- Keep a backup payment method on file and check the billing threshold before peak campaigns
- Complete business verification early, before a category or market requires it
Identify which asset is restricted and the stated reason
Open Business support home in Meta Business Suite and look at every asset listed: ad accounts, Pages, the Business portfolio and your own profile. Note the exact wording, the date and whether a request review option is offered. Check the billing section for a failed payment before assuming a policy problem.
Settle billing and secure the account
Pay any outstanding balance and add a payment method that will not decline. Turn on two-factor authentication for every admin, remove people who no longer need access, and confirm the business details on the portfolio match your legal entity and website. This alone resolves unusual activity restrictions in many cases.
Find and remove the ads that caused the pattern
Filter Ads Manager to rejected ads across the past few months and group them by the policy named. Delete the offending ads rather than pausing them, and fix the landing pages they pointed to so the claims, product names and prices match what the ad said.
Complete any verification Meta has asked for
If identity confirmation, business verification or advertiser authorization for a restricted category is pending, finish it before appealing. Use documents whose business name and address match the portfolio exactly. Appeals filed while verification is incomplete tend to be declined without explanation.
Submit one appeal that explains what changed
Use the request review option on the restricted asset. State plainly what you believe happened, list the ads removed and the pages corrected, and mention the security changes made. Keep it factual and short. Submit once and wait; repeated requests do not move the queue and can close the case.
Keep the rest of the business steady while you wait
Do not open a new ad account or portfolio to keep spending, because Meta links them and the new one is usually restricted too. Keep the Page posting normally, keep the catalog syncing, and use email, SMS and Google campaigns to carry demand until the account is reinstated.
When to get help
Ask for help when the notice mentions circumventing systems, when a first appeal has already been declined, or when the restriction sits on the Business portfolio rather than a single ad account. Those cases need a careful reconstruction of what Meta's systems saw across ads, landing pages and account changes, and a second declined appeal can leave the account closed for good.

How long does Meta take to review a restricted ad account?
Straightforward cases, such as a settled payment or a confirmed identity, often clear within a few days. Policy appeals can take one to several weeks, and cases that involve circumvention take longest. The queue does not move faster when you submit additional requests.
Can I keep advertising from another ad account while this one is restricted?
Creating or using a different account to run the same ads is treated as circumvention and usually results in that account being restricted as well. If you have a genuinely separate business with its own portfolio, Page and payment details, it can continue, but do not move the affected campaigns into it.
What is the difference between a restricted ad account and restricted advertising access?
A restricted ad account affects only that account. Restricted advertising access applies to a person's profile and blocks them from running ads in any account, including ones owned by clients or employers. The appeal for advertising access is made from the profile's own account status page, not from the ad account.
Does a restricted ad account affect my Facebook Page or Instagram shop?
Usually not on its own. The Page keeps posting and the shop keeps listing products unless the Page or the commerce account is separately restricted. Check each asset in Business support home rather than assuming everything is down.
