Shopping ads not showing: how to fix it
Products have to clear four gates before a Shopping ad can appear: the Merchant Center account must be in good standing, the item must be approved for the Shopping ads destination, a campaign must actually include that item, and the campaign must be eligible to serve in the place and moment someone searches. Check them in that order. Working backwards from bids is the slowest way to find the answer, because most silent catalogues fail at gate two or three.

Why it happens, most common first

The products are approved for free listings but not for Shopping ads
Merchant Center reports eligibility per destination. A product can be perfectly fine in free listings and still be excluded from the ads destination because of a policy issue, a missing required attribute for that destination, or because the destination was switched off at feed or product level. The item count in the account tells you nothing until you filter by destination.

No campaign actually contains the products
In a Shopping campaign the products sit in listing groups, and anything not covered by a subdivision or an everything else row is simply not bid on. In Performance Max the listing group inside the asset group does the same job. A rebuilt campaign that lost its everything else row silently drops most of the catalogue.

The Merchant Center and Google Ads accounts are not linked correctly
The campaign must point at the Merchant Center account that holds the feed, and the link has to be accepted on both sides. Stores that moved to an advanced account structure, changed agency access or created a second Merchant Center account often leave campaigns pointed at the empty one.

The feed target country does not match the campaign location
Products are submitted for a specific country of sale with a currency and shipping settings to match. If the feed targets the United States and the campaign targets Canada, nothing is eligible. Adding a country to a campaign without adding it in the feed produces the same silence.

Billing, account status or a policy hold is stopping delivery
A declined payment method, a spending limit reached, an unverified advertiser identity or an account level policy review will keep campaigns from serving while their status still reads as enabled. This is easy to miss because the campaign table looks normal.

The bid strategy target is set where nothing can win
A return target set far above what the account has ever produced, or a manual bid well under the going rate for that product category, leaves the campaign technically eligible and practically absent. New campaigns with an aggressive target from day one often never leave the ground.

- Track approved item count by destination as a weekly number, not just when something breaks
- Keep an everything else listing group at every level of every campaign so new products are never orphaned
- Add a country to the feed and its shipping settings before adding it to any campaign
- Set a calendar reminder for card expiry on the billing method funding the account
Filter Merchant Center to the Shopping ads destination
In the products view, narrow to items eligible for Shopping ads specifically and compare that number with your sellable catalogue. Note the top issues by affected item count. That single number is the ceiling on everything a campaign can do.
Confirm the account is serving at all
Check for account level notices in Merchant Center and for billing, payment and verification alerts in Google Ads. Look at whether the account has spent anything in the period, on any campaign type. If nothing is spending anywhere, the problem is above the campaign.
Verify the link and the feed the campaign is reading
Open the campaign settings and check which Merchant Center account and which feed label or country of sale it is set to. Confirm the link is active from the Merchant Center side too. Repoint the campaign if it is reading an account that holds no live products.
Open the listing groups and look for uncovered products
Walk the listing group tree and confirm there is an everything else row at each level that is not excluded. In Performance Max, check the listing group inside every asset group. Anything sitting under an excluded branch will never receive a bid.
Match feed country, currency and campaign targeting
For each country you want to sell in, confirm the feed has products submitted for that country with the right currency and shipping coverage, and that the campaign targets the same place. Set location targeting to people in your targeted locations so intent is not counted from elsewhere.
Clear the largest product issues first
Work the disapproval list by affected item count rather than alphabetically. Missing or invalid identifiers, image problems and landing page mismatches usually account for most of the gap, and each fix returns a block of products at once.
Loosen the target until the campaign has data
Set a return target near what the account has actually achieved, or start on maximise clicks with a modest budget for a short period, so the campaign gathers enough conversions to bid sensibly. Tighten the target in steps once impressions are steady.
Confirm serving with a diagnostic rather than a search
Use the ad preview and diagnosis tool for the query and location you care about instead of searching yourself, which pollutes your own auction data. Recheck the following day, since eligibility changes propagate over hours rather than instantly.
When to get help
It is worth bringing someone in when the approved item count is healthy, the links are right and campaigns still show no impressions, because at that point the cause is usually structural: overlapping campaigns competing for the same products, a Performance Max campaign absorbing eligibility from a standard Shopping campaign, or targeting that excludes the audience in a way the interface does not surface clearly. That work is faster with someone who has untangled the same structure before.

Why do my free listings appear when my paid Shopping ads do not?
The two are separate destinations with separate eligibility. Free listings can run while the ads destination is blocked by a policy issue, a missing attribute required for ads, or a destination excluded at feed level. Filter the product view by destination to see which items are approved for ads specifically.
How long after fixing a disapproval do ads start showing?
Products usually become eligible again after the next successful feed processing and review, which is often within a day but can take longer for policy reviews. Delivery then ramps rather than resuming instantly, because the bid strategy treats the returning products as new inventory.
Can a Performance Max campaign stop a standard Shopping campaign from serving?
Where both contain the same products, Performance Max is generally preferred in the auction. That is by design, not a fault. If you want a standard Shopping campaign to carry certain products, exclude those products from the Performance Max listing group so only one campaign is eligible for them.
Does a small budget stop Shopping ads from appearing at all?
A small budget limits how often ads show rather than switching them off, so you would normally see some impressions early in the day. Complete silence points at eligibility instead. If spend is zero rather than capped, look at approvals, links and listing groups before touching the budget.
