Traffic: refills are searched by the dispenser they fit
The buyer rarely searches for soap. They search for the refill that fits the dispenser already mounted in a washroom they inherited, using a roll width, a core size, a sheet count, a cartridge format or a dispenser model number. A catalog organized into paper, chemicals and equipment answers none of that. The traffic work is fitment: a page for each dispenser system listing every refill that fits it, and refill pages that name the systems they serve in plain text. Alongside those sit chemical pages keyed to the way the product is actually specified, by dilution ratio, by surface, by registration number and by the task it is approved for.
